Board rejects proposal to ban smoking in Terrebonne public housing complexes HoumaToday.com It sought to ban smoking in all apartments and common areas in local public housing at Senator Circle, which houses 225 low-income residents, and Bayou Towers, a high rise with about the same number of elderly residents.
